CSC confers PRIME-HRM Bronze Award to FPA

September 19, 2023 | Quezon City – The Civil Service Commission (CSC) conferred the PRIME-HRM Bronze Award through Resolution No. 2300717 to the Fertilizer and Pesticide Authority on September 11, 2023 at FPA Bldg., BAI Compound, Visayas Ave., Quezon City.

 

Pursuant to CSC Memorandum Circular No. 19, series of 2016, the PRIME-HRM or the “Program to Institutionalize Meritocracy and Excellence in Human Resource Management” Award System celebrates and recognizes excellence in human resource management systems, practices, and competencies of government agencies in the four (4) core HRM areas such as: 1) Recruitment, Selection & Placement; 2) Performance Management; 3) Learning & Development; and 4) Rewards & Recognition.

 

Having been conferred the PRIME-HRM Bronze Award, the CSC has granted privileges to the agency such as an authority to approve appointments, subject to post audit, and an exemption from Section 96 of the 2017 Omnibus Rules on Appointments and Other Human Resource Actions, among others.

 

CSC also gave the agency a 20% discount for the HRM Officer or one (1) agency representative in training/conferences conducted by the Civil Service Institute and a 20% discount for the HRM Office head or one agency representative in CSC Regional Offices training and seminars.

 

Meanwhile, FPA is now responsible for maintaining the PRIME-HRM status under Level 2 and improving its HRM systems to meet the maturity indicators of the next higher level.

 

The agency should likewise continue to comply with the civil service laws, rules, and regulations in the issuance of appointments and implementation of other HR actions and partner with the CSC in helping other agencies develop or improve the HRM systems.

 

Prior to the bronze award, the agency obtained the Maturity Level 2 of the Enhanced PRIME-HRM last November 05, 2018. ###
