SCHEDULE OF FEES AND CHARGES FOR LABORATORY SERVICES TO BE RENDERED BY THE FERTILIZER AND PESTICIDE AUTHORITY (FPA)


In view of the commitment of the FPA to strengthen and widen its services to clienteles and pursuant to the provision of Presidential Decree No. 1144 and its implementing rules and regulations and as approved bh the FPA Board through Board Resolution No. 08-2015 dated August 28, 2015, the schedule of fees and charges for laboratory services to be rendered by FPA, in addition to Administrative Order (AO) No. 1, Series of 2012, is hereby promulgated for the information and guidance of all concerned relative to the operation of the Laboratory Services Division (LSD).

As provided in Section 1.2 of the DOF-DBM-NEDA Joiont Circular No. 1-2013 dated January 30, 2013, otherwise known as the "Implementing Rules and Regulations of Administrative Order No. 31, Series of 2012, on Rationalization of Rates Fees and Charges, Increase in Fees and Charges, Increase in Existing Rates, and Impositions of New Fees and Charges," the delivery of services to people entails costs to the government, and equity requires that persons receiving or benefitting from rendered services share cost of providing such services.Hence, the primary purpose of imposition of fess and Charges is for cost recovery.

 II. Procedure

   All concerned parties shall coordinate and submit their request for analysis, together with the required quantity of samples, to the Fertilizer Regulations Division (FRD) for microbial tests or to the Pesticide Regulation Division (PRD) for pesticide physico-chemical tests located at the Ground floor of the FPA Building. The minimum quantity of sample for analysis must be 500 grams for solid and 250 milliliters for liquid samples.

III. Effectivity

    This Administrative Order shall take effect within a period of fifteen (15) days following its publication in a newspaper or general circulation and its filing with the Administrative Register, UP Law Center.

Series of 2012

SCHEDULE OF LABORATORY FEES AND CHARGES FOR ADDITIONAL SERVICES RENDERED BY THE FERTILIZER AND PESTICIDE AUTHORITY (FPA)


In view of the expansion of capabilities of the FPA laboratory and in pursuant to the provision of Presidential Decree No. 1144 and its implementing rules and regulations, the following schedule of laboratory fees and charges for additional services to be rendered by FPA, in addition to Administrative Order No. 1, Series of 2011 is hereby promulgated for the information and guidance of all concerned relative to the operation of the FPA Laboratory.

In accordance with Section 3 of Republic Act No. 9970 of the General Appropriation Act of 2010, all agencies shall ensure that fees, charges and assessment to collected should cover the cost of services delivered to the public.

Pursuant to the provisions of Presidential Decree No. 1144 and its implementing rules and regulations and by virtue of the power vested in the FPA, the following schedule of laboratory fees and charges of services rendered by FPA is hereby promulgated for the information and guidance of all concerned relative to the operationalization of the FPA laboratory.

In accordance with Section 3 of Republic Act No. 9970 or the General Appropriations Act of 2010, all agencies shall ensure that fees, charges and assessments to be collected should cover the cost of services delivered to the public.
