Establishing the Fertilizer and Pesticide Authority Gender and Development Focal Point System (FPA-GFPS) is in compliance with Executive Order No. 273 directing all government agencies to institutionalize a mechanism of ensuring the full implementation of the policies, strategies, programs and projects outlined in the Philippine Plan for Gender-Responsive Development. Likewise, the establishment of the (FPA-GFPS) is in consonance with Joint Memorandum Circular No. 2013-01 approving the Implementing Rules and Regulations on the Localization of the Magna Carta of Women.
The (FPA-GFPS) consists of representatives from all divisions and field offices of FPA to ensure that GAD issues and concerns, gender equality and women empowerment be mainstreamed within the Agency.
To provide a portal for sharing information on maintreaming gender and development, FPA is establishing this online GAD Corner to feature FPA’s collection of GAD knowledge materials and its related programs, projects and activities.
Through this corner, the public will be familiar with the efforts of FPA in advancing gender awareness within the agency. This will also serve as a knowledge exchange center where best practices and experiences on gender-related advocacies and programs can be shown to reinforce public consciousness towards gender equity.
This handbook provides the necessary information on how the stakeholders, particularly the LGUs, will develop and pass a GAD Code based on the gender issues and concerns in their respective localities based on consultation with their women constituents and the women's empowerment and gender equality agenda of the government. The GAD Code shall also serve as basis for identifying programs, activities, and projects on GAD. The book includes the Philippine Commission on Women's Memorandum Circular No. 2009-1 (Guidelines on the Formulation, Implementation, Monitoring and Evaluation of a Gender and Development Code). It consists of 6 parts: 1) Essential Elements of a GAD Code; 2) Recommended Process of GAD Code Formulation; 3) Organizing the GAD Code; 4) GAD-related Mandates and Frameworks; 5) Use of Gender-fair Language; 6) Glossary of GAD Terms; GAD Principles, GAD Concepts, and GAD Mechanisms.
