GLENN DC. ESTRADA
Executive Director III
March 27, 2025 to Present

Dir. Glenn DC. Estrada officially took his oath as the newly appointed Executive Director III of the Fertilizer and Pesticide Authority (FPA) before Agriculture Secretary Francisco P. Tiu Laurel Jr. at the Department of Agriculture Central Office in Quezon City on March 27, 2025.

Prior to this appointment, Dir. Estrada served as Officer-in-Charge, Executive Director, and Deputy Executive Director for Fertilizer at FPA, bringing with him a wealth of experience and leadership in the industry.

He also served as Deputy Director of the National Rice Program and Director-Designate for Digitalization and Value Chain Development. In these roles, he leads the Department of Agriculture's Digitalization Program for Rice.

Dir. Estrada started his career as Science Research Specialist II on a contract-of-service status at PhilRice-DA Central Office from 2006 to 2010. The experience he gained during this time helped him develop his specialized skills in operational planning and project management. He later on worked as Planning Officer III until becoming a Legislative Liaison Specialist.

These experiences enabled him to be involved in various major projects of the DA where he was exposed to operations and started to build networks; engaged agencies within and outside the DA; and was involved in a wide range of operational concerns that enabled him to develop a passion for public service over time.

According to Dir. Glenn, combining his strengths in ideation, analytical thinking, learning, self-assurance, and as an arranger—as well as his hard work, passion, positivity, persistence, and diligence—got him to where he needed to be.

In 2023, he was conferred with a Masters's Degree in Development Management under the Public Management and Development Program (PMDP) - Middle Managers Class (PMDP-MMC) Batch 28 of the Development Academy of the Philippines (DAP). He was given recognition for Academic Excellence, Leadership Award, and Best Capstone Project Award.

Last February 2, 2024, his visionary efforts to integrate technology into the agriculture sector were recognized with the prestigious PMDP-Dangal Award by the Development Academy of the Philippines. This honor highlights his commitment to transforming Philippine agriculture through innovation and digital solutions.

Dir. Estrada is a graduate of BS Agricultural Economics at the University of the Philippines Los Baños.

GERARDO T. SANTIAGO
OIC Deputy Executive Director - Fertilizer
September 24, 2025 to Present

Director Gerardo “Jack” T. Santiago currently serves as Officer-in-Charge (OIC) Deputy Executive Director for Fertilizer of the Fertilizer and Pesticide Authority (FPA), following his designation by the Department of Agriculture on Sept. 24, 2025. In this capacity, he will support FPA’s mandate to ensure the safe, effective and responsible regulation of fertilizer products in the Philippines, while promoting industry efficiency and agricultural productivity.

Before joining the FPA, Dir. Santiago served as City Councilor of Navotas from 2001 to 2010 and from 2013 to 2022. During his tenure in local government, he actively led and supported legislative measures and community development initiatives aimed at improving public services, strengthening institutional programs and advancing the welfare of his constituents. His nearly two decades of public service reflect strong leadership, governance and stakeholder engagement. These competencies are essential to advancing the FPA’s regulatory mission.

To further strengthen his expertise in public administration, Dir. Santiago completed a managerial and leadership development program under the Civil Service Commission (CSC). This enhanced his competencies in strategic planning, organizational leadership and public sector governance.

Under his leadership, Dir. Santiago envisions an FPA that fosters a safer, more reliable and more efficient fertilizer industry through science-based regulation, fair and consistent enforcement, and strengthened collaboration with stakeholders. His leadership supports the Authority’s continuing efforts to ensure product quality, promote responsible fertilizer use and contribute to national agricultural productivity and food security.

Dir. Santiago earned his Bachelor of Science in Management Industrial Engineering from Mapúa University. He is also a former professional basketball player and coach, embodying discipline, teamwork and performance-driven excellence that he brings to public service.
