GLENN DC. ESTRADA
January 10, 2025 to Present

Dir. Glenn DC. Estrada currently serves as the Officer-in-Charge, Executive Director, and Deputy Executive Director for Fertilizer at the Fertilizer and Pesticide Authority (FPA).

Prior to his appointment at the FPA, Dir. Estrada served as Deputy Director of the National Rice Program and Director-Designate for Digitalization and Value Chain Development. In these roles, he leads the Department of Agriculture's Digitalization Program for Rice.

Dir. Estrada started his career as Science Research Specialist II on a contract-of-service status at PhilRice-DA Central Office from 2006 to 2010. The experience he gained during this time helped him develop his specialized skills in operational planning and project management. He later on worked as Planning Officer III until becoming a Legislative Liaison Specialist.

These experiences enabled him to be involved in various major projects of the DA where he was exposed to operations and started to build networks; engaged agencies within and outside the DA; and was involved in a wide range of operational concerns that enabled him to develop a passion for public service over time.

According to Dir. Glenn, combining his strengths in ideation, analytical thinking, learning, self-assurance, and as an arranger—as well as his hard work, passion, positivity, persistence, and diligence—got him to where he needed to be.

In 2023, he was conferred with a Masters's Degree in Development Management under the Public Management and Development Program (PMDP) - Middle Managers Class (PMDP-MMC) Batch 28 of the Development Academy of the Philippines (DAP). He was given recognition for Academic Excellence, Leadership Award, and Best Capstone Project Award.

Last February 2, 2024, his visionary efforts to integrate technology into the agriculture sector were recognized with the prestigious PMDP-Dangal Award by the Development Academy of the Philippines. This honor highlights his commitment to transforming Philippine agriculture through innovation and digital solutions.

Dir. Estrada is a graduate of BS Agricultural Economics at the University of the Philippines Los Baños.

ERIC C. DIVINAGRACIA
Present

Mr. Eric C. Divinagracia has extensive experience in the field of agriculture particularly in the field of pest management. He has served under the nation’s leading fertilizer and pesticide companies for more than 20 years before joining the government in 2017. He honed his skills in sales and marketing and in designing and managing operations, especially in terms of quality control, project management, capacity building, and tactical and strategic planning.

As public servant under the FPA, Mr. Divinagracia initiated and led the adoption of electronic processing of Certificate Authorizing Importation of Pesticides (CAIP). This was a huge contribution to FPA as it shortened the processing time from a month to 3-5 days.

Mr. Divinagracia also pushed for ISO certification as he headed the FPA Quality Management Committee. Under his guidance, FPA received its ISO 9001:2015 certification in 2018.

It was also Mr. Divinagracia’s initiative to simplify FPA processes by:

  • Establishing a standard FPA email address for effective internal communications
  • Initiating the online system application and inquiry for stakeholders on the status of product registration through specific email address concern
  • Formulating a simplified form of product registration status report for the stakeholders

Mr. Divinagracia obtained his Master’s Degree in Management major in Public Administration at Philippine Christian University last 2021. He finished his Bachelor of Science in Agriculture Major in Horticulture at the University of the Philippines – Los Baños.
