Ms. Julieta B. Lansangan is the current Executive Director for Fertilizer and Pesticide Authority. She is also the Chief of the Fertilizer Regulations Division (FRD) since June 16, 2014.
In 2019, she led the FRD in revising the Fertilizer Regulatory Policies and Implementing Guidelines, also known as “Bluebook.” The revision comes from the need to update its content to make it timely and relevant to the demands of times.
She also spearheaded the ISO 9001:2015 Certification last October 2018, covering one core function, which is the issuance of licenses, registrations, and permits on fertilizer. In August 2021, the division surpassed the renewal of certification audit.
Apart from her notable achievements, she was also awarded by the Fertilizer and Pesticide Authority as the “Most Dependable Employee” last June 20, 1987. This recognition is a testament that her passion to share her knowledge and skills to the agency is evident.
Ms. Lansangan obtained her Master of Science in Environmental Science last 2008 at the University of the Philippines – Diliman. She also received her Master of Science in Agriculture last 1998, giving her an award as “Best in Thesis” at the Pampanga Agricultural College. She finished her Bachelor of Science in Agriculture at the University of the Philippines - Los Baños.
Ms. Lansangan is also a Licensed Agriculturist and Professional Teacher.
September 16, 2021 to Present
Dr. Myer G. Mula is the Deputy Executive Director for Fertilizer from September 16, 2021 to present. Due to his knowledge and expertise on Seed Systems, he was designated as the Special Adviser for Research and Seed System of the Bureau of Plant Industry (BPI) of the Department of Agriculture from October 2019 to present.
He steered the Department of Agriculture-Special Area for Agricultural Development (DA-SAAD) as the National Program Director from October 18, 2019 – August 14, 2022. His vast experience in agriculture paved the way for his services to lead as the OIC-Director of the Bureau of Agriculture and Fisheries Standards (BAFS) since November 2020 to November 15, 2021.
A renowned international scientist, he was the (Former) Senior Scientist on Seed System of the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT), India from 2008 to 2017. He has been instrumental in enhancing, strengthening and developing seed system model to sustain quality peanut, pigeonpea, and chickpea seeds in India, Africa and Philippines.
At the beginning of his career, he was involved with the private agricultural sector for 10 years then moved through the government sector with various designations under the Department of Agriculture – Cordillera Administrative Region. He has served as the Rice and Corn Coordinator; High Value Commercial Crop (HVCC) Coordinator; Bureau of Agriculture and Fisheries Product Standards (BAFPS) Regional Focal Person; GOAL 1 Regional Focal Person of the Medium-Term Philippine Development Plan (MTPDP) of the Department of Agriculture-Cordillera Administrative Region (DA-CARFU); Head of the Monitoring Unit of the Highland Agriculture Development Project (HADP) and Head of the Planning, Monitoring and Evaluation Division of the Cordillera Highland Agricultural Resource Management Project (CHARMP), a foreign assisted projects of the Department of Agriculture in the Philippines. His experiences and expertise also include proposal development and project benefit monitoring and evaluation (PBME).
He authored and co-authored more than 100 scientific publications (Books, Monographs, peer-reviewed scientific Journals, Paper Presentations). In 2010, he is the corresponding author of a book entitled ‘Lifting the Level of Awareness on Pigeonpea: A Global Perspective’ which was launched by Dr MS Swaminathan, dubbed as India’s ‘Father of Green Revolution’. For manifesting his utmost professional competence and outstanding contribution on the field of Agriculture especially on Seed Systems, he is an Honorary Board Member (Technical/Editorial) of the Green Farming International Journal of Applied Agricultural and Horticultural Sciences since 2011.
Present
Mr. Eric C. Divinagracia has extensive experience in the field of agriculture particularly in the field of pest management. He has served under the nation’s leading fertilizer and pesticide companies for more than 20 years before joining the government in 2017. He honed his skills in sales and marketing and in designing and managing operations, especially in terms of quality control, project management, capacity building, and tactical and strategic planning.
As public servant under the FPA, Mr. Divinagracia initiated and led the adoption of electronic processing of Certificate Authorizing Importation of Pesticides (CAIP). This was a huge contribution to FPA as it shortened the processing time from a month to 3-5 days.
Mr. Divinagracia also pushed for ISO certification as he headed the FPA Quality Management Committee. Under his guidance, FPA received its ISO 9001:2015 certification in 2018.
It was also Mr. Divinagracia’s initiative to simplify FPA processes by:
- Establishing a standard FPA email address for effective internal communications
- Initiating the online system application and inquiry for stakeholders on the status of product registration through specific email address concern
- Formulating a simplified form of product registration status report for the stakeholders
Mr. Divinagracia obtained his Master’s Degree in Management major in Public Administration at Philippine Christian University last 2021. He finished his Bachelor of Science in Agriculture Major in Horticulture at the University of the Philippines – Los Baños.
