    Fortifying collaborations and immersing in the field

    The FPA Executive Director Wilfredo C. Roldan and Atty. Francis Romulo Badilla, Jr., FPA Legal Officer, visited the FPA Regional Office 3 headed by Supervising Agriculturist Mr. Antonio G. Cruz, Jr. in San Fernando City, Pampanga. Upon meeting the FPA field staff, Dir. Roldan encouraged them to work efficiently as they perform the monitoring and enforcement mandates of the FPA in the field-level. Afterwards, Dir. Roldan had a courtesy call with Bataan Provincial Agriculturist Ms. Imelda Nieto and extended his appreciation of the continuous support and collaboration with the FPA in Region 3.

    As part of the regular monitoring and enforcement activities of the FPA in the field, the FPA-Regional Office 7 headed by Supervising Agriculturist Mr.Arnulfo L. Arausa, Jr. visited the DATINGBAYAN Agro-Industrial Corporation in Consolacion, Cebu to monitor and inspect its warehouse facilities and other related activities. DATINGBAYAN operates and produces 200,000 to 300,000 liters of fertilizer every month and exports its products to Australia, Indonesia, Japan, China and Germany.

    Gearing towards international standards and global competitiveness

    The FPA-Laboratory Services Division (LSD) headed by Ms.Jerolet C. Sahagun together with chemists Mr. Angelo S. Bugarin and Ms.Sharmaine D. Tecson participated in the “International Workshop to Promote the Harmonization of Maximum Residue Limits (MRL) Setting Process in the Asian Region” held in ANA InterContinental Hotel, Akasaka, Tokyo, Japan. “This workshop aims to increase the capacity of participants particularly in terms of knowledge and skills in evaluating pesticide residues based on good agricultural practices (GAP) data for estimation of MRL and in understanding of dietary risk and exposure assessment of pesticide residues and to enable the participants to make science-based decisions through internationally accepted procedures, scientific principles and evidences,” as stated in their report.

    The FPA-Regional Office 12 headed by Supervising Agriculturist Ms.Alita C. Borneavisited the Sumifru Corporation in South Cotabato to monitor its banana plantation facilities and aerial spraying activities. “For the FPA to be sure that policies on aerial application of fungicides are being strictly followed, the field officers had to be in the area just in time for the actual pesticide application, which usually begins at five o’clock in the morning,” reported Ms.Bornea. Other activities such as mixing of fungicides, spills, disposal of rinsate, and use of personal protective equipment (PPE) were observed and inspected during the visit.

    The FPA-Regional Office 7 represented by Agriculturist II Mr. Noel V. Negre and other provincial staff went to the Nocnocan Island in Bien Unido, Bohol to inspect the recently sunken MV Meridian Tres vessel, which contained hazardous chemicals including pesticide products. “The residents claimed that they sold P24,000-worth assorted chemicals directly to farmers. Those are pesticides that had no damage or had labels that are still in good condition. We requested them for samples for our verification,”Mr.Negre stated in a report.

Roldan and witnessed by FPA-Fertilizer Regulations Division (FRD) Chief Ms.Julieta B. Lansangan.

    The FPA-Regional Office 4 headed by Supervising Agriculturist Ms. Leticia R. Hernandez convened a meeting with the Bayer Cropscience technical staff Mr.Dave Cristobal and Mr.MakeeBarrameda to talk about the product stewardship program schedules for the year. Afterwards, Mr.Barrameda interviewed Agriculturist II Mr. Romulo N. Crucillo relative to the information and education campaign on pesticide safety.

    The FPA-Regional Office 8 led by OIC-Supervising Agriculturist Mr. Francis B. Costas visited the Philippine Phosphate Fertilizer Corporation and conducted a monitoring and inspection activity in their manufacturing/processing plantlocated at Isabel, Leyte. The PHILPHOS is the country’s leading producer of phosphatic fertilizer and has one of the largest processing capacities in the ASEAN region with a rated capacity of approximately 1.17 million metric tons per annum.

    As part of the regular monitoring and enforcement activities of the FPA in the field, the FPA-Regional Office 8 led by OIC-Supervising Agriculturist Mr. Francis B. Costas conducted a clean-up drive operation among the fertilizer and pesticide handlers in Southern Leyte. Through this activity, products that are unregistered, adulterated, smuggled, mislabelled, or bears any other violations against the law will be apprehended and penalized.

The ASD Training aimed to educate stakeholders on the Presidential Decree 1144; general fertilizer and pesticide information; handling and storage; transport and distribution; poisoning and first aid; and other related topics on the regulation of fertilizer and pesticide.

    The FPA-Regional Office 4 led by Supervising Agriculturist Ms. Leticia R. Hernandez conducted a plantation safety audit activity at the DOLE Banana Plantation in Sta. Cruz, Laguna to ensure that all FPA rules and regulations are being complied with at all times. During the tour around the plantation, DOLE technical experts were interviewed regarding their aerial spraying practices, which could pose health and environmental threats if not executed properly.

    To protect the interest of the farmers, the FPA-Regional Office 8 led by OIC-Supervising Agriculturist Mr. Francis B. Other activities held were collection of samples, random weighing and site inspection to assure quality, quantity and exact analyses of fertilizers to be delivered in Region 8.

Negre participated in the signing of Memorandum of Understanding with the DA-Regional Field Unit 7, national line agencies, local government units, state universities and colleges, private sector and non-government organizations. Collaborated through the Regional Agriculture and Fisheries Extension Network (RAFEN) and the Agricultural Training Institute-7, the activity was held to strengthen alliances towards agricultural productivity and food security.

Bornea to meet and collaborate with stakeholders in the SOCCSKSARGEN Region. After holding dialogues with partners, Dir. Roldan together with the FPA field staff met with CropLife Philippines, Regional and Provincial Agriculture and Fisheries Councils, DA-Regional Field Unit 12 and Provincial Agriculture Offices to talk about the issue on glyphosate which allegedly causes erosion in sloping areas. Towards the end of the visit, Dir. Roldan went to the plantation and warehouse of Dolefil in Polomolok, South Cotabato.

(SSTI) and viewed the unloading of fertilizer from the vessel, bagging and packing and other related operations of the Agrotech Agricultural Products, Inc. Welcoming the FPA Family and leading the tour was Mr. Daniel Oñate, Vice President for Marketing and National Sales Manager of Agrotech. This visit was held in line with the FPA National Planning Workshop.

The tour was organized by Mr. Darwin Paul Pecjo and Mr. Marcos Reyes III of Richfield. This visit was held in line with the FPA National Planning Workshop.

The following are the topics tackled during the workshop: 2016 Budget Utilization and Income Collection; 2016 Accomplishments; 2018 Budget Proposals and 2018-2020 Physical and Income Targets; Freedom of Information (FOI); Online Database of Handlers with Hands-on Exercise; and Establishment/Streamlining/Standardization of Field Monitoring and Enforcement Procedures.
