Quezon City | April 13, 2026 – More than 203 participants attended the Re-Orientation on Fertilizer and Pesticide Authority (FPA) Rules and Regulations for Fertilizer, Pesticide, and Other Agricultural Chemical Registrants and Handlers held on April 8, 2026, via Zoom platform.
The activity aimed to reinforce the understanding of national-level handlers including distributors, manufacturers, importers, exporters, formulators, and other industry stakeholders on FPA policies, guidelines, and regulatory requirements.
In her opening message delivered on behalf of FPA Director Glenn D.C. Estrada, Division Chief of the Planning, Management and Information Division (PMID), Maria Theresa B. Oliveros highlighted the importance of the activity in strengthening compliance, clarifying regulatory processes, and addressing stakeholder concerns. She emphasized that stakeholders play a vital role in ensuring food safety and sustainable agricultural practices.
The technical sessions covered key regulatory areas, including the FPA’s mandate and core functions, licensing of handlers, product registration, import control, and compliance monitoring and enforcement. Resource speakers from the Fertilizer Regulations Division (FRD) and Pesticide Regulations Division (PRD) discussed licensing procedures, product registration requirements, and classification of regulated products.
Participants were also briefed on occupational health and safety standards, warehouse registration, and penalties for violations, including fines, suspension or revocation of licenses, and possible criminal liability for serious offenses.
In addition, updates on the Department of Agriculture’s procurement program for fertilizers were presented, emphasizing that only FPA-registered products are eligible for government procurement.
During the open forum, participants raised key concerns on policy updates, registration requirements, and compliance procedures. The FPA clarified that online selling of fertilizers and pesticides remains prohibited due to health and environmental risks, with related policies currently under review.
The activity concluded with a call for continued compliance and cooperation among stakeholders, as the FPA reaffirmed its commitment to promoting responsible practices and strengthening regulatory enforcement in the fertilizer and pesticide industry.
