The Fertilizer and Pesticide Authority (FPA) warns the general public, particularly farmers, not to purchase, sell, distribute, advertise, or use a product identified as “VIFEN INSECTICIDE 25 EC,” which, based on FPA records, is not registered with the Authority.

This Advisory is issued following a report that the product is being offered for sale directly to farmers in Pangasinan. Photographs of the reported product are attached as Annex “A.”

Pursuant to Section 9 of Presidential Decree No. 1144, no pesticide may be imported, manufactured, formulated, stored, distributed, sold, offered for sale, transported, delivered for transportation, or used unless it is duly registered with, or covered by a provisional permit issued by, the FPA.

As the product has not undergone the FPA’s registration and evaluation process, the Authority cannot assure its quality, safety, or efficacy. Accordingly, all concerned persons and establishments are enjoined not to manufacture, distribute, advertise, sell, offer for sale, or use the product. Any person found violating the provisions of Presidential Decree No. 1144 and its implementing rules and regulations shall be subject to the appropriate administrative, civil, and/or criminal sanctions provided by law.

All FPA Regional and Provincial Offices, law enforcement agencies, and local government units are requested to assist in preventing the sale and distribution of this unregistered product within their respective jurisdictions.
