FPA conducts INSPIRE workshop to strengthen and improve institutional capacity

September 11, 2023 | Quezon City – In an effort to reform the organizational structuring of FPA to improve its service delivery, an Institutional Strengthening and Productivity Improvement (INSPIRE) Workshop was held last September 6-7, 2023, at FPA Bldg., BAI Compound, Visayas Ave., Quezon City.

 

Executive Director Julieta Lansangan said that the activity will help the Agency identify and eliminate inefficiencies in regulatory processes, approvals, and inspections to streamline operations and reduce processing time; and assess the allocation of personnel, technology, and equipment to ensure optimal utilization and resource alignment

 

“I hope this [activity] will allow us also to align FPA’s functions and processes with the evolving needs of the agriculture sector consistent with the enforcement of regulations,” Dir. Lansangan added.

 

Dir. John Aries S. Macaspac, Director of the Department of Budget and Management (DBM) Systems and Productivity Bureau discussed the proposed National Government Rightsizing Program (NGRP) of the Marcos administration.

 

He explained that the NGRP is a reform mechanism primarily aimed at enhancing the government’s institutional capacity, enabling the government to focus government efforts and resources on vital/core functions and services by determining the appropriate government interventions, size, structure, and complement on sectoral areas.

 

“Through this program, the government will be able to address dysfunctions, improve organizational and employee productivity, and improve government interoperability and service delivery,” Dir. Macaspac stressed.

 

Following the discussion, the various divisions/units presented their restructuring and reorganizational proposals. The proposals will be reviewed by the FPA Technical Working Group (TWG) on institutional strengthening effort on September 19-20, 2023, before presenting it to the DBM on October 09-13, 2023. ###
