FPA CAR - March 25, 2022


FPA CAR representative Engr. Agusto Nagayang discussed the factors influencing the uptrend fertilizer price in the country and the effects of using banned/ unregistered agricultural pesticide products on the enduser, the general public, and the environment during the PALAYSKITAN Field Walk at Rizal, Kalinga.


The activity was attended by 100 farmer leaders, barangay officials, and local agriculture employees of Kalinga Province.

The FPA’S New Normal Workforce Plan: Revised Guidelines on Service Continuity was prepared in consistent with the applicable issuances of the Department of Agriculture (DA) and other relevant government entities such as the Inter-Agency Task Force (IATF), Department of Health (DOH), and the Civil Service Commission (CSC).


As the COVID-19 pandemic continues to progress, the Non-Pharmaceutical Interventions (NPIs) have to be implemented FPA-wide. These guidelines consider the potential risks that threaten the service continuity of the Agency; hence, these provide guidance and information to assist the Agency to respond to the COVID-19 pandemic and assist the entire organization with response and recovery moving forward towards the “new normal” for the continuity of essential service operations and processes while protecting the welfare of the employees.


Due to the evolving situation caused by the COVID-19 and on considerations for State-level decision making, the laws and regulations will supplant the provisions of this Service Continuity Guide.




The Fertilizer and Pesticide Authority (FPA) is a technical regulatory agency mandated to assure the public of safe and adequate supply of fertilizer, pesticide and other agricultural chemicals by providing quality services on the issuance of licenses, registrations and permits.


We commit to continually improve our Quality Management System (QMS), to enhance our services, and to comply with all statutory and regulatory requirements for the satisfaction of the stakeholders.




Establishing the Fertilizer and Pesticide Authority Gender and Development Focal Point System (FPA-GFPS) is in compliance with Executive Order No. 273 directing all government agencies to institutionalize a mechanism of ensuring the full implementation of the policies, strategies, programs and projects outlined in the Philippine Plan for Gender-Responsive Development.
