CARAGA Supervising Agriculturist Mr. Danilo S. Negre and Provincial Officer Mr. Joseph Recto Canda attended a meeting with Department of Agriculture - Agricultural Production Coodinating Office (DA-APCO) Engineer Ricky Palatao and Philippine Coconut Authority (PCA) Provincial Officer Ms. Mary Lez B. Parejo held in Surigao del Norte. The agenda focused on planning and crafting of schedules of FPA related activities to be coordinated with DA-APCO and PCA. This includes information dissemination on the proper use and handling of fertilizer and pesticides, inspection and monitoring of Salt (naC12) stocking to designated salt handlers of PCA, and conduct awareness programs/activities in the use of salt as coconut fertilizer by PCA in highland areas.
08 January 2019 : Product quality and adherence to safety
To ensure the compliance of recently issued MC29 - Banning of the Use of Fipronil in Banana, FPA Region XI Regional Officers Mr. Rustom Tanduyan, Mr. Jinny Louie Ale, Misses Marissa Napalit, Imelda Rasay, and Cheery Agrade conducted a clustered activity in the monitoring of different warehouses of different plantations in the province of Davao del Norte. This inspection aimed to check all concerned chemical companies if they have retrieved all pesticides having Fipronil and Deltamethrin ingredients. Furthermore, warehouses which still keep the said pesticides were inventoried and validated. The clustered monitoring was held in Panabo City, Sto. Tomas, and Kapalong, Davao del Norte.

Region XI Provincial Officer Ms. Imelda Q. Rasay did several inspections and monitoring of F/P Dealers Repackers, Mango Contractors, and Warehouses in Davao del Sur to ensure compliance with the law as well as continue the enforcement of Fipronil and Deltamethrin banning. Participated in by the Indigenous People (IP) of Sta. Maria, Davao del Sur, Ms. Rasay held a seminar on the safe and judicious use of pesticides. This would not be possible without the assistance of the Local Government Unit of Sta. Maria .
10 January 2019 : Product quality and adherence to safety
CARAGA Supervising Agriculturist Mr. Danilo S. Negre and Provincial Officers Mr. Joseph Recto and Mr. Ronnie Repolidon held a meeting with Municipal Environment and Natural Resources Office (MENRO) Officer Elino Hinampas at Trento, Agusan del Sur. Schedule of monitoring and inspection of the banana plantation's chemical facilities, warehouses, disposal facilities, and spraying practices as well as its implementation of issued MC29 - Banning of the Use of Fipronil in Banana were discussed. There was also a meeting with the farm managers to ensure their compliances with the requirements set by FPA are being discussed and settled.

Continuous monitoring in the field as well as information dissemination of MC29- Banning of the Use of Fipronil in Banana was conducted by Region XI Provincial Officer Mr. Rommel G. Tanduyan. During the inspection, positive feedback of the implementation of trash bin from the clients and updates on the stocks of expired pesticides were highly recognized. The field inspection in six (6) establishments was done in Lupon, Davao Oriental.
11 January 2019 : Product quality and adherence to safety
In order to address the issues and concerns of farmers/end-users as well as uphold PD 1144 mandate, CARAGA Supervising Agriculturist Mr. Danilo Negre and Provincial Officers Mr. Joseph Recto and Mr. Ronnie Repolidon conducted random weighing and inspection of fertilizers and pesticides at dealers' stores and warehouses at Trento, Agusan del Sur. No violation was detected.
12,15,18 January 2019 : FPA partnership with industry on product stewardship program
Through the joint efforts of FPA Davao Region and BASF, an Information and Education Campaign (I EC) was conducted participated in actively by the stakeholders. The campaign focused on the banning of Fipronil and Deltamethrin in banana production which was conducted at Lapanday Foods Corporation (January 12) at Hijo Coop B, Brgy. Madaum in Tagum City (January 15), and at Checkered Farms Agrarian Reform Beneficiaries Multi-Purpose Cooperatative (CFARBEMCO) with Agway, in Brgy. Tibungol, Panabo City in Davo del Sur (January 18, 2019). Afterwards, the Davao Team also inspected warehouses and retrieved banned products for relabeling.
15 January 2019 : Newly appointed agriculturist
Newly appointed Agriculturist II Mr. Reymund C. AI for took his oath of office at the Region VI office located at Department of Agriculture Regional Field Unit VI Parola, Iloilo City. The oath taking was administered by Region VI Supervising Agriculturist Mr. Ronel L. Sangatanan.
15-17 January 2019 : Product quality and adherence to safety
Region XI Provincial Officer Ms. Cheery Agrade conducted field inspections and monitoring of different F/P handlers in New Bataan, and Compostela, Compostela Valley Province. All handlers were also updated on the recent banning of Fipronil and Deltamethrin in banana production. Furthermore, collections of fertilizer samples from selected dealers of the province were obtained for laboratory analysis to make sure that dealers comply with the law .

An inspection in Sumifru Banana Plantation in Barobo, Surigao del Sur was headed by CARAGA Supervising Agriculturist Mr. Danilo Negre along with Provincial Officers Engineer Yzredin Baconguis, Mr. Joseph Recto, and Mr. Ronnie Repolidon. The said activity is done to ensure the warehouse's observance with recently issued MC29 - Banning of the Use of Fipronil in Banana. No violation was detected.
21 January 2019 : Newly appointed administrative assistant
Executive Director Wilfredo C. Roldan administered an oath taking to newly appointed Administrative Assistant, Ms. Ronalyn R. Mayuga to be assigned at the Office of the Director. The oath taking was held during the flag ceremony at the Central Office.

To determine the amount of pesticides acquired in the body of local farmers whenever spraying of pesticide is being done in the field, FMC corporation conducted the first of its kind residue analysis thru simulation spraying. The said activity was done in their research station in Sta. Maria, Laguna thru the services of chemists from Eurofins Agrosciences Services. The sampling was collected in different parts of the cloth to establish which part of the body absorbs the most pesticide during spraying and will be kept in a secured packaging during transport to Hamburg, Germany for Laboratory Analysis. 23 January 2019 : Institutionalization of product stewardship program
To inform the agriculture sector on the safe and judicious use of pesticides in line with FPA's mandate, Region II Supervising Agriculturist Henry Fonda conducted "Safe and Judicious Use of Agricultural Pesticides" training at Cabanatuan, Aritao, Nueva Vizcaya. The training was attended by 38 vegetable farmers.
24 January 2019 : Institutionalization of product stewardship program
Region II Supervising Agriculturist Henry Fonda administered "Safe and Judicious Use of Agricultural Pesticides" to 72 vegetable farmers at Bantinan, Sta. Fe, Nueva Vizcaya. This is in the interest of the FPA's mandate to educate the agriculture sector on the safe and judicious use of pesticides to improve farm productivity and prof1t. The training was in coordination with the municipal government of Sta Fe, Nueva Vizcaya and in partnership with Crop Life Regional Action Network (CRAN) Region 02 and Syngenta Philippines.

Region VIII Supervising Agriculturist Mr. Francis Salvador B. Costas and Provincial Officer Mr. Eric C. Castanas monitored and inspected Pacifica Agrivet Supply Branches in Tacloban City. They have also posted stickers in line with FPA Memorandum Circular no. 12 or Provision of Trash Bin for Empty Pesticides Bottles and Containers in All Licensed FPA Establishments and reminded of being compliant with regards to FPA's mandate of licensing of fertilizer and pesticide products.

CARAGA Supervising Agriculturist Mr. Danilo Negre and Provincial Officer Mr. Joseph Recto Canda inspected VPO Agro-lndustrial Development Corporation at Rosario, Agusan del Sur. They were also accompanied by Region VII Supervising Agriculturist Mr. Arnulfo Arausa Jr. along with provincial off1cers Mr. Andy Cornell Borni llo, Mr. Jesus Muring, and Mr. Sunday Flores. No violations were committed by the said corporation.
29-30 January 2019 : Product quality and adherence to safety
Region II Provincial Officers Mr. Henry C. Cabayan Jr., Mr. Arwin N. Cardenas, Mr. Robert Salvador and Mr. Noel A. Baliuag Jr. conducted a two-day inspection of fertilizer and pesticide handlers in Rizal, Sto. Nino and Solana, Cagayan. During the clean-up drive new dealers in the Municipality of Sto. Nino, Cagayan were scouted. They were oriented about PO 1144, required to apply for FPA License, and invited to attend the Accredited Safety Dispenser (ASD) training by March 2019 for more comprehensive understanding of the business they ventured on.

An actual aerial spraying of banana plantation has been witnessed by CARAGA and Region VII Supervising Agriculturists Mr. Danilo Negre and Mr. Arnulfo Arausa together with Provincial Officers Mr. Joseph Recto Canda, Mr. Andy Cornell Bornillo, Mr. Jesus Muring, and Mr. Sunday Flores. They also conducted field tour and observation to different chemical facilities, mixing and dispensing of pesticides in Sumifru Philippines Banana Plantation, Tagbina, Surigao del Sur and visited fertilizer and pesticide warehouse in Butuan City.

Deputy Executive Director Eric C. Divinagracia facilitated the finalization of the Revised Citizen's Charter. The meeting was attended by Division Chiefs Ms. Julieta B. Lansangan (FRO), Ms. Digna M. de Leon (PMID), Chief Admin Officer/Special Assistant for Special Concerns Ms. Elizabeth T. Ramiro, Supervising Administrative Officer Maria Theresa B. Oliveros, Chemist IV Mr. Angelo S. Bugarin, Planning Officer IV Mr. Errol John A. Ramos, Senior Agriculturist Ms. Alisa M. Sibal, Administrative Officer IV Ms. Leonora C. Japon, Administrative Officer V Ms. Josephine S. Guntan, and Chemist Ill Mr. Efraim R. Mallare held at 2nd Floor Conference Room. Updating of Citizen's Charter is in compliance with FY 2018 Good Governance Conditions (GGCs) of Administrative Order no. 25 s. 2011 or Inter-agency Task Force on the Harmonization of National Government Performance Monitoring, Information and Reporting Systems.

Region IV-A Provincial Officer Mr. Romulo N. Crucillo conducted a warehouse inspection in Transworld Trading Company Incorporated (TWTCI), Binan City, Laguna. He reminded that the company should have additional signage, posting of emergency response team such as fire brigade, and regular training of staff in an emergency situation which were in compliance with Good Housekeeping Practices and Emergency Preparedness.

An exit meeting was conducted regarding the issued compliance order by the Department of Labor and Employment 12 on Aerial spraying in one of the banana plantations in Kiamba, Sarangani. It was attended by the FPA Provincial Officers Mr. Jose Tabsing, Mr. Cherubin Alonzo, and Mr. Joey Pascua together with the Manager and staff of the company.

As part of his monitoring and enforcement function, Mr. Rustom Taduyan, Provincial Officer of Davao Oriental inspected different Fertilizer and Pesticide handlers (repackers) on the following dates and localities: Banaybanay (January 1 0), Lupon (January 11 ), San Isidro (January 15), Governor Generoso (January 17), Tarragona (January 23) Manay (January 24) and Mati City (January 16 and 30, 2019). More importantly, the purpose of the inspection is to make sure that dealers comply with the implementation of Memorandum Circular no. 12 or Provision of Trash Bin for Empty Pesticides Bottles and Containers in All Licensed FPA Establishments and to remind them of the proper labeling practices for repacked fertiIizers. Random weighing, gathering of fertilizer samples for laboratory analysis, as well as campaigning continuously for the implementation of MC No: 29 series of 2018 (Banning of Fipronil in Banana) were done during the inspection.

To validate the information regarding the selling of alleged smuggled pesticides, Region II Provincial Officers Ms. Roselle Ann L. Jose, Mr. Robert Salvador, Mr. Arwin A. Cardenas, Mr. Henry C. Cayaban, Jr., and Mr. Noel A. Baliuag, Jr., conducted a clean-up drive in Sta. Ana and Gonzaga Cagayan. Also, the activity became a medium in coordinating with the different local government units (LGUs) about the massive information campaign that the Region II team is doing through the conduct of trainings on the "Responsible Use of Agricultural Pesticides in the Region". There were no smuggled pesticides detected in said clean-up drive.

Region VIII Supervising Agriculturist Mr. Francis Salvador B. Costas, Provicial Officers Mr. Loreto M. Macabio, Jr. and Mr. Eric C. Castanas, Laboratory Services Division Chief Ms. Jerolet C. Sahagun, and Chemists Ms. Sharmaine D. Tecson and Mr. Jervic C. Pallones conducted laboratory visits and orientation for lab recognition in the region such as Philippine Phosphate Fertilizer Corporation in Isabel, Leyte, Visayas State University in Baybay, Leyte, and DA Regional Soils Laboratory in Tacloban, Leyte. The said initiative is to facilitate FPA·s mandate (assure the quality of fertilizer and pesticides products that our farmers used) to promote faster, more efficient clientele, and oriented laboratory services.
