“We will not stop with just one office under FPA to be ISO Certified. We shall aim that FPA will be ISO 9001: 2015 certified covering all of its mandate.”
Executive Director Wilfredo Roldan emphasized this during the celebration of the FPA 42nd Anniversary on May 30. FPA currently holds an ISO Certification 9001: 2015 on the ‘provision of licenses, registrations, and permits on fertilizer,’ achieved through the efforts of the Fertilizer Regulations Division (FRD).
With the present undertaking, the agency created the Quality Management System Committee (QMSC), which shall ensure that all requirements are aligned with the ISO 9001: 2015 Standards.
ISO 9001: 2015 is the latest version of the ISO 9001 standard which is widely-known and internationally accepted for quality management. ISO acknowledges organizations that can establish a quality management system and commit their continual improvement.
The composition of the QMSC included teams for planning, document management, risk management, training and advocacy, knowledge management, quality workplace, internal audit, and internal assessment.
ISO Orientation and Process Walkthrough
On 7 May 2019, QMSC members underwent ISO Orientation and Process Walkthrough with speakers from the Development Academy of the Philippines (DAP). The activity focused on the introduction and discussion of the latter’s principles, requirements, and processes.
The DAP advised that FPA will now be targetting the ‘Development of a Quality Management System Certifiable to ISO 9001:2015 Standard for Fertilizer and Pesticide Authority.’ It underscores the scope of an ‘Integrated ISO QMS Certification’ for FPA which will require the involvement both of its frontline and support offices. DAP said that offices in FPA at all levels must review their internal processes and harmonize it with the organizational structure, mandate, and overarching quality policy.
ISO Documentation and Process Requirements Workshop
The training was succeeded by a Workshop on ISO Documentation and Process Requirements on 15-17 May 2019 at the Bureau of Plant Industry, San Andres St., Malate, Manila. It enabled the participants to draft ISO 9001: 2015 QMS Required Documented Information and a draft list of Externally Provided Products, Processes, and Services. FPA joined participants from the Bureau of Plant Industry (BPI) and the Bureau of Agricultural and Fisheries Engineering (BAFE).
Training on Risk-based Quality Planning
On June 13-14, a workshop on Process Mapping and Risk-based Quality Planning was conducted at the 4th Floor Training room FPA Building. As a result, FPA was able to identify relevant issues, risks and opportunities the organization shall address through risk-based quality planning, devise a QMS process map, and come up with a revised/updated Quality Policy and Quality Objectives.
Workshop on QMS Documentation
To enable FPA to come up a clear framework of the organizational operations, a workshop on QMS Documentation was conducted on June 25-27, 2019 at the 4th Floor Training Room FPA Building.
To put into a document said framework, FPA was able to draft its Quality Manual which presents all the relevant and interdependent processes within the organization.
