To inform the public of the proper and safe use of fertilizers and pesticides, Joey Pascua, FPA Provincial Officer for General Santos City and Saranggani continues to conduct relevant Information, Education, and Communication (IEC) Campaigns such as posting of FPA’s Paalala tarpaulin, Fipronil-banning tarpaulin, and distribution of trash bin stickers to FPA Licensed Dealers in General Santos.
February 7-8, 2019 : Direction Setting and Operations Management
To finalize FPA’s budget proposal for 2020, a Planning Workshop was held in Los Baños, Laguna. In his welcome remarks and direction setting, Executive Director Wilfredo Roldan addressed the participating staff of Central Office Divisions and Field Units to work responsibly by anchoring their work commitments to FPA’s four (4) pillars: FPA, industry, academe, and farmers. Deputy Executive Director Eric Divinagracia, on the other hand, gave the overview of the planning activities. After the workshop, each division and region presented their respective budget proposals for 2020.
February 8, 2019 : Expanding the Knowledge of FPA Personnel through field immersions
As part of their ‘experiential’ education, FPA employees visited Cyberth Philippines Inc., one of the privately-owned Philippine companies dedicated to providing the highest quality and competitively-priced products to agricultural and environmental health industries. They were welcomed by the company’s owner, Chito Bandian, and thereafter, gave a brief orientation of his company. Afterward, he led the FPA employees to visit the company’s warehouse.
February 8, 2019 : Expanding the Knowledge of FPA Personnel through field immersions
To observe a demonstration on the use of drones for pesticide application in the fields, FPA employees went to Bayer AD-SEA Research Station at Canlubang Laguna. Charish Dikitan, Station Administrator and Safety Officer started a short program followed by their staff namely Linas Lao, Country Commercial Lead-Bayer of CropScience, Allan Velilla, Head, Trial Management SEA, Louise Pahuyo, Regulatory Science Manager, and by Rinomir Aquino, Supply Chain Manager. Ashort lecture on drone and itsdemonstration were facilitated byClod Descallar, APAC Data Quality Manager,and Carlito Landicho, Field Researcher. Both are CAAP-licensed Drone Pilots
February 11, 2019 : Product quality and adherence to safety
FPA Laguna Provincial Officer Romulo Crucillo inspected the warehouse of Triland Logistics (formerly Vast Agro Solutions) located at Bgy. Saimsim Calamba City. This is in fulfillment of the FPA’s mandate to regularly hold monitoring and enforcement activities in the field to maintain compliance with the Law.
February 11, 2019 : Newly appointed accountant
Executive Director Wilfredo Roldan administered the oath taking of newly appointed Administrative IV, Zandrally Ramilo Joven who will be assigned at the Finance and Administrative Division. The oath taking was held during the flag ceremony at the Central Office.
February 11, 2019 : Product quality and adherence to safety
FPA Laguna Provincial Officer Romulo Crucillo monitored the experiment being conducted by Dr. Patrick Rocamora who was issued an EUP by FPA. The crops being used for trial are rice, lettuce, tomat, and corn. Such activity is a requirement by FPA before any fertilizer or pesticide product is registered.
February 11 and 13,2019 : Product quality and adherence to safety
Julieta Lansangan and Senior Agriculturist Marlo Deblois led the audit of licensing documents in Region XII on February 11. The region’s former head, Supervising Agriculturist Alita Bornea, assisted in reviewing the documents and compliance of the three stakeholders applying for their licenses. On February 13, the audit team inspected three fertilizer manufacturing plants located at Koronadal City and Polomolok, South Cotabato. Provincial Officers Joey Pascua and Jose Tabsing joined in the inspection. They team reminded the stakeholders to fully implement occupational safety standards such as the availability of masks, goggles, hard hats and warning signages (entrance, mixing area, etc.). The client committed to comply with FPA standards immediately.
February 12-13, 2019 : Partnership with stakeholder on product stewardship program
Through the joint efforts of FPA Region II, Crop Life Action Network (CRAN), Syngenta Philippines and the Municipal Government of Dupax Del Sur, and Dupax Del Norte, Nueva Vizcaya, a two-day seminar on Responsible Use of Agricultural Pesticides and Insect Resistance Management (IRM) was organized. The seminar was facilitated by FPA Region II Regional Officer Henry Fronda, Provincial Officers Mr. Leonardo Bangad, Henry Cayaban Jr., and Arwin Cardenas. The main objective of the seminar is to educate and inform the attendees of the proper use of agricultural pesticides. The seminar was participated in by 176 vegetable farmers from BarangaysBelance and Kinabuan inDupax Del Sur, Nueva Vizcaya. This was accomplished with the able assistance of said Municipality’s Agriculture Offices (MAO).

Region IX FPA Provincial Officer Paulyne Kim Alfuente attended the Harvest Festival Activity of Corteva Agri-Science in partnership with Atlas Fertilizer Corporation. It was participated in by the farmers of the Municipality of Titay, Zamboanga Sibugay. Alfuente conducted public information dissemination campaign on the FPA mandates and reminding the farmers of the harmful effects of improper pesticide application and disposal of its used containers to the environment and human health.
February 19, 2019 : Participation in DA’s Biyaheng Bukid Program
Laguna Provincial Officer Romulo Crucillo joined in and witnessed the recording of Byaheng Bukid, a TV program hosted by DA Secretary Emmanuel Piñol. The event was culminated by the turn-over of Solar Powered Irrigation System to the farmer-members of Lumban Cooperative Inc. in Laguna. The said technology is expected to irrigate 90 hectares of agricultural land being managed by the organization. A dialogue with the farmers soon followed. Most of the concerns raised by the farmers focused on land conversion while others requested for similar technology in their areas. Sec. Piñol then committed to advise the Agricultural Credit Cooperative to allocate funding for loans that offer minimal interest rates to interested farmers who would like to acquire agri-machineries and technologies.
February 20, 2019 : Product quality and adherence to safety
Laguna Provincial Officer Romulo Crucillo conducted a sample weighing of fertilizer at the Universal Harvester Inc. Carmelay Industrial Park II, Calamba City, Laguna. The samples passed the minimum weight limit of 49.75 per bag. Mr. Crucillo recommended putting bigger warning signages, fire extinguishers, and emergency showers in the warehouse.
February 20, 2019 : Strengthening partnership with the industry
To strengthen partnership with the industry, FPA Executive Director Wilfredo Roldan together with Deputy Executive Director for Pesticide Eric Divinagracia, Acting Deputy Executive for Fertilizer Antonio Cruz, Jr., PRD OIC Jacqueline Romualdez, and LSD Chief Jerolet Sahagun led the FPA Industry Dialogue together with Croplife Philippines and Crop Protection Association of the Philippines (CPAP) held at the FPA Board Room, 4th Floor, Visayas Avenue, Quezon City. The following were discussed during the meeting: FPA Guidance on MOA Labelling, Registration of products for drone application, Status of Greenbook Revision, Transfer of Household Pesticides Regulation from Food and Drugs Administration to FPA, Alignment of DENR and FPA policies on disposal of used F/P containers and PIP matters.

The FPA Fertilzer Regulation Division led by its Division Chief Julieta Lansangan and Agriculturist II Maria Regina Lagance led the monitoring of field trialsin Murcia, Negros Occidental and Western Visayas Agricultural Research Center (WESVIARC0 in Jamungaya, Iloilo City. Such trial is a requirement by FPA prior to registration of fertilizer or pesticide products.
February 26, 2019 : Increasing the knowledge of stakeholders
Executive Director Wilfredo Roldan graced the Accredited Safety Dispenser's Training in Bethel Guesthouse, Dumaguete City, Negros Orientalparticipated in by 22 handler’s representatives. The Presidential Decree 1144 was discussed during the training including general fertilizer and pesticide information; handling and storage; transport and distribution; and poisoning and first aid. ED Roldan also met with area distributors of Negros Oriental and dealers in Siquijor on the same day.
February 27, 2019 : Enforcement and monitoring of handlers
FPA Region X initiated a clean-up drive in Cagayan de Oro City. Sample weighing of pesticides and checking of outdated pesticides were conducted.Results showed that one of the handlers has defective weighing scale while some have outdated pesticides, thus, these dealers were advised to purchase new weighing scale, remove the outdated pesticides from the shelves and return these to the distributor. This activity would not be possible without the active participation of Provincial Officers Christie Lim, Lorna Sajol, and Romnick Boctot
February 27, 2019 : Information Campaign on the banning of Fipronil in banana
As part of raising public awareness on the banning of theuse of FIPRONIL, DELTAMETHRIN and other pesticides which are not registered with FPA for banana, FPAProvincial Officer Cheery Agrade held a two-day session for this purpose. The activity was participated in by 74 individuals composed of chemical handlers, farm supervisors and banana growers.
February 26-27, 2019 : LSD Gearing Towards ISO Accreditation
The FPA Laboratory Division (LSD) underwent aninitial assessment for itsISO/IEC 17025:2005 Accreditation. Ateam from the Philippine Accreditation Bureau (PAB) of the Department of Trade and Industry (DTI) reviewed and assessed the documentation and implementation of the LSD Quality Management System (QMS) in compliance to the said certification.
February 26, 27, and 28, 2019 : Institutionalization of product stewardship program
Through the joint efforts of FPA Region II led by Regional Officer Henry Fonda, Crop Life Action Network (CRAN) Region II, Corteva Agro Science, and the Municipal Agriculture Office (MAO) of the said municipalities, a seminar on Responsible Use of Agricultural Pesticides and Insect Resistance Management (IRM) was conducted at Barangays Centro Sur, Sto. Nino, Lannig, Solana and Poblacion, Rizal, Cagayan. FPA Provincial Officers Leonardo Bangad, Henry Cayaban Jr., Noel Baliuag, Arwin Cardenas and Nelson Paraguison, District Market Development Manager CRAN Region II and Corteva Agro Science served as resource persons of the training which was participated in by 196 farmers who are purely engaged in vegetable, corn and rice farming.
February 28, 2019 : Product quality and adherence to safety
Laguna Provincial Officer Mr. Romulo N. Crucillo conducted a warehouse inspection of Goldenman Marketing Corporation located at CIP I Canlubang Calamba City. He recommended that the warehouse should post additional signages, provide personal protective equipment to inspectors, and install shower for emergency cases. Michelle Omana, Development Officer of the company joined him during the inspection.
February 28, 2019 : Fulfilling the mandates in the field
CARAGA Regional Officer Danilo Negre together with Engr. Baconguis, Ronie Repolidon, and Joseph Recto Canda facilitated a pesticide stakeholder’s assembly meeting in cooperation with Crop Protection Association Philippines (CPAP) conducted in San Francisco, Agusan del Sur. The activity was participated in by 73 stakeholders. During the seminar the following topics were discussed: safe and judicious use of pesticides, review and updates of various memorandums circular issued relative to: Implementation on the banning of Fipronil and prohibiting Deltamethrin use in banana, collection of expired products from licensed establishments, and provision of trash bin for empty pesticide bottles and containers.
